Fast Return from UMTS to LTE

Dears,

I've Enabled below parameters to have Fast Return from UMTS to LTE:
LTE has higher priority
SIB19
HO_UMTS_LTE_FAST_RETURN_SWITCH
PERFERNH_PS-FAST_RETURN_LTE_SWITCH

however when I check RNC License for Fast Return from UMTS to LTE
I always find
Allocated is 20000
Usage is Zero (always Zero), what's the problem? and do you have same issue !

by the way is there any counters that could indicate number of fast reselections attempts from UMTS to LTE per cell
