Admission policy when RNC perform channel switching

in my network we facing with low upswitch success rate from common channel to dedicated channel(HS for DL and Eul for UL)
pls help me on which admission policy is checked when RNC perform channel switching upswitch?
and which counter, parameters we need to check for each admission policy?
my equipment is 3G RNC E*******
