If I declare wrong parameters 4G in RNC 3G system?

Dear friends,

I face problem : UE can not make handover from 3G to 4G in dedicated mode, in idle mode UE can re-select from 3G to 4G, check parameters in 4G system & 3G system as below :
1. in RNC external 4G :

LTE Cell Name = .....
LTE Cell Identity = 259
Mobile Country Code = ...
Mobile Network Code = ...
Tracking Area Code = 47004
Operator Group Index = 0
LTE Physical Cell Identity = 302

LTE Cell Downlink Frequency = 1850
LTE Cell Supporting PS HO Indicator = Support
BlackCell List Flag = False
(Number of results = 1)

2. in MME configuration of 4G cell :
