Problem in downloading attachments

Hi,
I am trying to download attachments from below link, but unable to download as i require to gain 15 reputations to view the attachments.

Then, i came to know the i have to gain 15 reputations by posting stuffs. I started posting telecom related stuffs. Till now i have posted 24 posts, but still i am unable to download attachments from above link.

Can anyone please help me with this problem
