    Default Bad HO decision Rate

    Hi,

    In our network we have bad HO decision rate kpi.
    HO desicion rate : TOT_NOT_START_HO_PREP (M8009C0)/TOT_HO_DECISION (M8009C1).
    Can someone have idea about this kpi and how we can improve it.
