IFHO and ISHO Compressed Mode
Hi,
the event 1f triggers the IFHO and ISHO as you know. and normally, the UE will measure the IFHO before the ISHO (by receiving the measurement control from RNC containing the neighbors list). But in many cases, the UE measure the IS neighbors only !!
In which cases, the UE do this action ?

Lets start from the bottom: the event used to start/stop CM differs among the vendors. ERI and HUA use 2D/2F. NOK as you are mentioning, then yes, 1E and 1F.
For ERI you also need to configure the hoType parameter, which will control the type of CM/Handover to be triggered.
For NOK you need to check which profile is actually set, tables HOPx/FCMx are how you manage everything. Depending on what is mapped and what is set, you may have the IFHO or ISHO disabled. I would start with that!

Hi friend
- Maybe the cell not have inter frequency Neighbor.
- Check the FMCI that the cell assigned. Maybe it disabled IFHO
