how PRS determine 3G PS busy hour

does any one has an idea how PRS determine 3G PS busy hour on cell level, is it based on maximum traffic volume or the maximum Cell_DCH users?

If i am not wrong PRS uses Traffic to determine busy hour, but you can easily find out by checking U2000 counters to see if they match.

i think in PRS you can define the rule yourself. so its upto you what you want max traffic or max cell_dch user count.

max traffic, max dch user, max rrc attempt..etc.
