Dear

Yes it is working very well , just for simplicity change this layer of GSM1800 to lower value more traffic absorbed and high value less traffic absorbed by GSM1800 layer .

very true that layer handovers are used for traffic steering ; you can play with offsets to increase and decrease handovers
Usually there is a cell_offset that you can increase or decrease in order to limit these type of handovers.
