    Question Deffered Measurement Control Reading (DMCR) without CSFB?

    Good morning, experts.

    I have a question regarding the DMCR functionality. Does it work for calls originated in UMTS? Not coming from CSFB?

    On the UMTS spec (25.331) there is no explicit mention if the DMCR shall be applied only when an UE is coming from a CSFB. It only describes what the UE shall do when the flag is set in the SIB3. My guess it is OEM dependent, each chipset/device manufacturer does whatever it wants.

    I say in this site (not sure about its credibility) http://www.faqs.org/patents/app/20130128863 where it states that in Qualcomm devices, it only works for CSFB.

    Any thoughts? Past experiences with the matter?

    Abrstract: A method of wireless communication defers measurement control reading of a SIB. The method includes determining whether a user equipment (UE) has been redirected to a first radio access technology (RAT) from a second RAT. The method also includes selectively reading a system information block (SIB) based on whether the UE was redirected to the first RAT from a second RAT

    Claims:
    1. A method of wireless communication, comprising: determining whether a UE has been redirected to a first radio access technology (RAT) from a second RAT; and selectively reading a system information block (SIB) based, at least in part, on whether the UE has been redirected to the first RAT from the second RAT.
    5. The method of claim 1, in which the first RAT comprises UTRAN and the second RAT comprises EUTRAN

    8.1.1.6.3 System Information Block type 3
    The UE should store all relevant IEs included in this system information block. The UE shall:
    1> if in connected mode, and System Information Block 4 is indicated as used in the cell:
    2> read and act on information sent in that block.
    1> if IE "Deferred measurement control reading support" is present:
    2> set variable DEFERRED_MEASUREMENT_STATUS to TRUE.
    1> else:
    2> set variable DEFERRED_MEASUREMENT_STATUS to FALSE.


    8.1.3.6 Reception of an RRC CONNECTION SETUP message by the UE
    1> submit an RRC CONNECTION SETUP COMPLETE message to the lower layers on the uplink DCCH after successful state transition per subclause 8.6.3.3, with the contents set as specified below:
    2> if the variable DEFERRED_MEASUREMENT_STATUS is TRUE:
    3> if System Information Block type 11 is scheduled on the BCCH and the UE has not read nor stored the IEs present in this System Information Block, or
    3> if System Information Block type 11bis is scheduled on the BCCH and the UE has not read nor stored the IEs present in this System Information Block, or
    3> if System Information Block type 12 is scheduled on the BCCH and the UE has not read nor stored the IEs present in this System Information Block:
    4> include IE "Deferred measurement control reading".
    NOTE: If the "RRC State indicator" is set to the value "CELL_FACH", the UE continues to read and store the IEs in System Information Block type 11, System Information Block type 11bis, and System Information Block type 12, if transmitted, after submitting the RRC Connection Setup Complete message to lower layers (see 8.5.31).


    8.5.31 Actions related to DEFERRED_MEASUREMENT_STATUS variable
    If after state transition the UE remains in a state other than CELL_DCH state, the UE shall:
    1> if variable DEFERRED_MEASUREMENT_STATUS is set to TRUE:
    2> if System Information Block type 11 is referenced in the master information block or in the scheduling blocks:
    3> if the UE has not read and stored System Information Block type 11:
    4> read and store System Information Block type 11.
    3> if System Information Block type 11bis is referenced in the master information block or in the scheduling blocks:
    4> if the UE has not read and stored System Information Block type 11bis:
    5> read and store System Information Block type 11bis.
    2> if System Information Block type 12 is referenced in the master information block or in the scheduling blocks, or broadcast of System Information Block type 12 is indicated in System Information Block type 11:

    It works irrespective of CSFB. However when already camped in 3G, the UE is not required to read the SIBs before access (except for SIB7) so practically it serves no purpose.

    Also worth noting that UEs use proprietary "SIB databases" of recently access cells, so will skip reading SIBs regardless of DMCR if they can identify the target cell.

    Hi there, Wolverine.

    Great to hearing the "SIB database" thing, I was considering this possibility after seeing SIBs not being read when DMCR was off. Do you have any detailed information about this matter?

    Regarding UMTS, I agree with you, the utilization in real UMTS scenarios are limited, but, since it doesn't produce major drawbacks in its utilization (other than later sending the SIBs on the measurement control messages) I also see no reason why not using it.
