Carrier aggregation very slow to add Scell

Dears,
in our network , we have noticed a certain delay (2 seconds) before the activation of scell in carrier aggregation .our network is huawei eRAN6 .

could you advice me how to decrease the triggering time of the second carrier.we already set CarrierMgtSwitch to OFF and we set CarrAggrA4ThdRsrp, to a very low value.
