Huawei throuble shooting case of Cell protection algorithm causes RRC rejection due to unknown reason.

Phenomenon Description:
RNC version is: BSC6800 V100R08C01B082SP05
For the whole week 09.02.2009 -15.02.2009, the sum of VS.RRC.Rej.Power.Cong+VS.RRC.Rej.Code.Cong+VS.RRC.Rej.DL.CE.Cong+VS.RRC.Rej.UL.CE.Cong=0. (See the first sheet in the attachment) Furthermore no IUB congestion has appeared based on the value of VS.IUB.CongDL, VS.IUB.CongUL, VS.IUB.TimeCongDL and VS.IUB.TimeCongUL

This counter will show rejections when DCH Users(VS.DCHUEs) exceed 100.
The maximum system capacity is 128 for DCH users.
