Reasons for Poor EcNo in Network

Dear Experts,

Although this question have been raised several times in this forum, but couldn't find any conclusive answer.
I need to understand that what are the reasons for poor EcNo in the network?
Poor RSCP, Pilot Pollution, External Noise interference are common reasons. Also found a case where one of the IBS of other operator was causing Poor EcNo in my network.
Apart from all these one important aspect I know is Cell Loading where there may be fluctuation in EcNo because of high load.
But customer is not agreeing to this point..

From DSP UCELLCHK I can see UL cell load as 89% or DL cell Load as 90%

How do I measure this load using counters. Can I get some counter values /statistics etc where I can prove to customer that the reason for EcNo fluctuation is loading. Vendor is Huawei.
