Missing Active Set Update after Measurement Report

Hi Guys,

In our NSN 3G network often we are seeing that UE keep on sending measurement report with event1b to remove a bad cell from active set and RNC receives it (verified from megamon) but not responding with Active Set Update. Is there any scenarios which results in this behavior?

Do the cells belong to different RNCs?
If so, you may have Iur problems.

May be you the qualité gets very bad when the mobile sends the MR, you should change the CIO threshold for 1b event so the mobile will send the MR earlier.
