    Dear Justdream,

    As you mentioned handy fill out is stupid way but it is easy try to write a VBA application to fill out .CEL file from BSD **** or use CNA features from OSS(E******* system)!!

    Would you happen to have access to a database of your system configuration (Oracle, Sybase, SQL, etc)? If so, you can write a query that will create the cellfile easily, including neighbors

    You can create the TEMS Cell file using Aexio Xeus Lite.

    First you can crate the project and import the network data. It support various network data including the raw dump from BSC or RNC.

    Then you can export the Network as TEMS cell file.
