    First , I will assume that the site transmission is IP-RAN ,, ie that you using TCU or SIU at site ,, then the cause of this problem can be one of two things :

    1- the circuit creation in the backhaul is different than the circuit configuration made at TCU ( check that the same scheme is used at both site and backhaul).
    2- LOW MW Link Ethernet Capacity at site or in another site along the route (Use [ping xxx.xxx.xxx.xxx -c 100] command) where xxx.xxx.xxx.xxx is the PGW IP address for the 2G or RNC IUB IP Address , if there is packet loss , then check Ethernet capacity in site or along the route .....

    Does your NodeB uses 1588v2 in order to obtain frequency and phase?
    What type of backhaul you use?

    Based on the discussion so far and the image you post I suppose that NodeB has an
    internal 1588 OC (slave) that cannot recover Frequency due to excessive PDV of PTP messages (SYNC message).
    Does your NodeB recover Frequency only or both Frequency and Phase using IEEE 1588?
    If so the cause for your problem is your transport network (the network between IEEE 1588 GrandMaster and NodeB). Could you give details of it?

    Hi I had this kind of problem many times.
    Usually problem is because of bottleneck in the transport network causing high latency.
    You can try to ping the Ipsync then see if there's high latency.
