3G ICR rollout requirements & procedure

Hi Frnds,

I am new to 3G and I want to know what are the basic requirements for 3G ICR rollout for an operator and what procedure/process it involves?

For e.g. Idea donot hv 3G presence in TN and they want to do 3G ICR Rollout there, so what it will be requirements and process. Please ignore business/marketing requirements, I want to know technical requirements - like if there would be BTS/BSC/MSC/OSS installation? how will they roll out as they do not hv license etc...
