    if yes ,

all case of CS ,willbe 3G to 2G
let chk your basic info for location update like LAC,Cell ID
is it match with your set in 2GexternalNcell?

    Dear,

The failure in this counter VS.IRATHO.FailRelocPrepOutCS.TgtFail is mainly due to:
    1) 2G side did not allow Inter-RAT handover from 3G (try to check for parameter allowing this HO 2G side)
    2) The path in between the MSC to BSC has some configuration error that the BSC did not receive the handover request (Try to check core configuration of 2G cell in core network).

    Fahmi

1- If the coverage is not matching properly for 2G & 3G, Like in case of U900 some areas are served by U900 but GSM has bad coverage there.
2- If GSM side has congestion so it will be a failure,
3- If GSM side has tight BCCH reuse then again it will be a failure due to so many Co-Chs.
4- If so many neighbors from GSM side are defined then it will take so much time to decode them that handover would have already been delayed. So optimize your neighbors.
