You use the same CE counters (RBS counters level), and you should see that utilisation exceeds the max capacity of the board e.g 512 or 384.

pmSumCapacityUlCe
pmSamplesCapacityUlCe
pmCapacityUlCe

Hello, what all the guys said is true and correct, you can still observing CE Utilization through the KPIs sent. But I think I understand what you want and the answer is the counter pmCapacityUlCeExt, this is a PDF counter.
pmCapacityUlCeExt
The distribution of the UL Channel Element utilization above the licensed limit, as percentages of the license limit for the UplinkBaseBandPool. Channel Element utilization above the licensed limit is possible for dynamically allocated CEs when feature CE extension for EUL, is activated.
Counter type: PDF
Counter is reset after measurement interval: Yes
Condition: Sampled each second of the granularity period (gives 900 values). The actual measurement starts when MO UplinkBaseBandPool is created and NodeBFunction::featureStateCeExtForEul = ACTIVATED.
PDF ranges:
[0]: Configured license limit (license key value if valid license key and licensed key value is not 9999, else 8 if invalid/missing license key, else max hardware capacity minus (for DUW) traded UL CEs if license key value is 9999 and/or emergency unlock is active and/or at delayed activation of license key)
[1]: Number of sampled values in range [0] %
[2]: Number of sampled values in range ]0..5[ %
[3]: Number of sampled values in range [5..10[ %
[4]: Number of sampled values in range [10..15[ %
[5]: Number of sampled values in range [15..20[ %
[6]: Number of sampled values in range [20..30[ %
[7]: Number of sampled values in range [30..40[ %
[8]: Number of sampled values in range [40..45[ %
[9]: Number of sampled values >= 45%
