Service differentiated RRC admission - User description

This document describes the Service differentiated RRC admission feature and
its main benefits and impacts in the WCDMA RAN. The main purpose of the
feature is to increase the Circuit Service (CS) users accessibility at the expense
of Packet Services (PS) in highly loaded cells.
