CellReserved Mode is it suported the Data Modem ?

Dears,

We are doing some 3G Hsdpa and Hsupa data test in daily busy hour time ,Therefore hs throughput is very low. We try the CellReserved mode , we open the reserved mode on the RNC side and than nodeB send the all user traffic 2G network. its ok for us because site no any user traffic now .// Our problems, we have 3type test equipment, 2phone and 1 usb data modem. We are using tems investigation tools.(Tems Inv.13)and when we select the on the tems inv. cell reserved mode, phone can be access the reserved site ( NodeB ) but USB Data modem(Sierra&Huawei) not supported the reserved mode. how can i lock the modem reserved mode ? AT command or other things. I look the the AT commands but i cant find any solution. if you know the solution please help.
