Huawei TBF problem - GSM

Hello,

I'm powering off some capacity (TRXs) in my Huawei cells and I face some problem with TBF failures.
Although there is a lot of capacity still active, more then enough, I see about 10 TBF failures in most cells every half hour.

Any idea about what is wrong?
