Rename filename into a25003a0000c1010176p1.zip
and try again add to NED library.

RL is Release LTE
RU is Release UMTS
RG is Release GSM
Each new release comes with new number. If it end with 0 then it is FDD. If it ends with 5 than it is TDD (e.g. RL15, RL25).
