GSM Block Call Problem

Hello Friends

I have a big problem one gsm site,

my problem is , when i start the call setup "ms2" its waiting 2 seconds and coming block call

this site have 4 cell but s2,s3 and s4 cell's working no problem but only cell 1 have this problem. Could you help me fix the problem. This is e******* RBS (2216) you can find the tems investigation (12.0.3) log in the link

Check if the sector is:

Defined at MSS/MSC level.
It's not barred.
If have at least one SDCCH or the rigth number/capacity.
The NCCPERM parameter of command RLSSP.
The AGLBK number less or equal to 1 if you need cell broadcast.
I'm going home I'll check the log file if somebody here have TEMS, we use SWISSQUAL.
If I remember something else I'll tell you.
