Issue related to DL throughput in LTE

Dear experts,

The operator uses this formula for monitoring DL throughput:

(L.Thrp.bits.DL - L.Thrp.bits.DL.LastTTI) / (L.Thrp.Time.DL.RmvLastTTI * 1000) [Mbps]

The formula can be applied per Cell/Node/Cluster/City/etc. Software Version is eRNC6.0

They define a threshold of 25 Mbps. If the Cell/Node/Cluster/City/etc has a throughput lower than 25 Mbps, they say than there is a problem of low throuhgput.

During throughput test (TCP) on sites with low throughput, some of then have good throughput (greater than 30 Mbps) but some other sites have throughput lower than 20 Mbps.

Could you give me suggestions for monitoring DL Throughput at Cell/Nodes and determine which of them have problems of low throughput in a better way than the formula uses by the operator.
