How to improve Better cell Handover failure in 2G in Huawei?

We have implemented Handover Algorithm II in our network.

I found that most of the cells which have poor HOSR are mostly due to poor better cell Handover .

Is there any parameter to improve the same in Huawei system?

Please suggest.

Are your parameters standardised according to Huawei Definition for them?

Most of the parameters are standardised as per huawei recommended and some are modified .

Try to help,

You can retune Min Access Level Offset per neighbor list relation, but it will make "dragging" during drive test.

You an tune Inter-Cell HO Hysterisis/Adjacent Cell Inter-layer HO Hysteresis to encourage or discourage Better Cell Handovers.
Though Better Cell Handover are most preferable type of HO for Network provided the parameters settings are good ( i.e no ping pong)...so you should check out the reason of HO Fail--> Hw Alarms/BCCH Clash/Wrong Nbr Definitions etc.
