just change the devcon shared in the thread and overwrite , then install it

and on the register double click , install the TDD ,then it works

It is so simple: Your user account in Win7 must be an administrator. Win7 UAC is preventing your registry from being modified by you.
Solution: Login as an administrator account --> Disable UAC --> Double Click on the .reg file again
