It seems it contains virus. It was deleted directly by Microsoft Essential.

The virus is in devcon file and can be cleaned by antivirus.

x32 definitely works. x64 is problematic. Solution could be windows XP mode or dual installation

On WIN7 Professional it does not work.
Even the emu is installed correctly I still get no license.
