You can do traffic sharing on neighbor cells, it's better!! Also, try to check if your r99 traffic is high, you can reset nodeb if that's the case..
btw, some i tried to change max code 15 to 10 and it's okay. did you guys have a reaction on this? changing max code instead of min code?
