Actix shows UE in UMTS PS Idle in RadioAccessMode but in Throughput plot is over 4Mb

Hello,

While we are preparing a DT report with DT logs collected by TEMS 15, we are providing Actix plot of PS Technology mode and PS DL HSPA Throughput plot. In a certain area we can see that the modem was in UMTS PS Idle mode from Actix Radio Access Mode plot but at the same time we see throughput over there is more than 4 Mbps from Throughput plot. How is this possible? Roads are driven only in one direction and 5x5m location binning was used.
