Reselection with HCS or Without

Hello, I am currently working on an new strategy for the introduction of a new carrier and I am hesitating between using HCS or using Qoffset (1sn and 2sn) for the Ranking by giving the priority to one frequency (camp on F1). I don't know what is the best option.

I am using E******* and we don't have here any FACH congestion (that could lead to a free camping strategy for example). we got 2 U2100 and U900.

As you are using 2 different frequency band it is more relevant to use HCS as Qoffset may not be much effective.
