I have faced same problem in previous Installation
Then i reinstalled, but i allowed "MapInfo Installation" downloaded requirement files (Microsoft.net and etc)

After finished
then installed the update MapInfo with no internet connection
the the last the magic file

Wish it successful

Please feedback if success
Cause i just try and error

i hav tested it on win 8 64 bit and win7 64 bit ! are u sure you mapinfo is v 13.03 !?

I'm using mapinfo v12.0 not v13.03 is it OK?

Thank you Hootan_13. It is working now.
I upgraded v12 to v12.0.3 using below link and replace the file "micore.dll" with yours. it is working fine now.
