I want to ask about suitable drive test solutions for a start-up company in RNO field. We need to analyze Layer 3 messages.

Which tools and devices you recommend and what are prices ranges for those devices and software licences?

I would recommend the pro version of Aexio... Due to it's multi-vendor capability... With friendly user interface, also with layer 3 analysis.. There is a section in this forum about Aexio... I've been using it for a year..

You are correct. In fact you should not see any LTE values in the software as we do not have the LTE measurements enabled yet. We will add LTE capabilities very soon.
