Warning Message Decoding in LTE

Hi, I want to decode the warning message contained in the S1AP messages "WriteReplaceWarningRequest" , the content of the encoding field is the following:

DataCodingScheme : '01'H (1)

Anyone know a tool which converts the content the message? Which encoding is used?

Alphabet and encoding specifications are given by the ETSI TS 123 038 by i was unable to decode the message.

Help please.
