[Problem Description]
After reselecting from a cell with one SCCPCH to a cell with two SCCPCHs, the latest version of iPhone4 does not receive any response for a long time after it sends an RRC connection request to the RNC. This greatly affects the user experience and the KPI RRC Setup Success Ratio.

[Cause]
