what are the predictions to focus on in order to estimate coverage level and quality in 2G, 3G, 4G networks?

2G: GSM, GPRS, EDGE
- Received Signal Level (RxLev)
- Received Signal Quality (RxQual)
3G: UMTS, HSDPA, HSUPA, HSPA
- CPICH Received Signal Code Power (RSCP)
- CPICH Ec/Io
What about RSSI, any use?
4G: LTE, LTE-Advanced
- Reference Signal Received Power (RSRP)
- Reference Signal Received Quality (RSRQ)
