can we limit the maximum of intra-frequency neighboring cells in R14 by 32 ?

There are a maximum of 63 intra-frequency neighboring cells. When over 32 intra-frequency neighboring
cells are configured, HoSwitch : HO_INTRA_FREQ_DETSET_INTO_ACTSET_SWITCH and
HO_INTRA_FREQ_DETSET_RPRT_SWITCH must be both set to ON. Otherwise, the remaining
Intra-frequency neighboring cells cannot be selected as candidate target cells. During a handover, the
UE cannot be handed over to any of these cells.
Dear If we have case with more than 32 intra-frequency neighboring ,the switch above will effect on adding more than 32 intra-freq neighboring in another word , which switch I should turned off to not let the user add more than 32 intra freq relation ? In our network we have a lot of case more than 32, so we want to limit these number no more than 32 and if we have what the impact for the current cells with more than 32 relations

You can use the command SET License and set 0 on the license item of 63 intrafrequency neighbors.

I am not sure about limiting the numer of intra neighbours to 31 through license. when we were running RAN14 we created a sanity algorithm to check and trim the neighbour list and keep it bellow 31, less than 20 (we have more than 5 carriers). RAN15 comes with a switch to disable/enable the 63 neighbours.
