    hello mate,
    Yes , EcNo is affected by own cell load, other cells' load and external interferences
    WCDMA is interference limited as we are using the same frequency band in different cells
    Ec/No= RSCP/RSSI and RSSI is combination of own cell signal level, other cells' signal , external interference and noise.
    More load in a cell (more users and traffic) may results higher DL power to be transmitted over air interface and it means higher RSSI
    In the case of HSDPA, it is worse because the HSDPA users are using remaining power of the cell so it means when there is HSDPA user , cell output power is maximum and it means higher RSSI in UE and it means worse EcNo
