determination of slot utlization in edge gprs on DT log

Hi dear all
In TEMS during edge gprs data call, own data/other data/control percentage is available. Is this option is related to E******* chipset or other chipsets like Qualcomm support slot utilization as well. Requirement is to confirm how much bandwidth is being shared by other users n control. Is there any other way available so that we can determine this ratio in other DT tools from layer 2 or layer 3 messages or any other tangible way to determine bandwidth being used by other users, as management always ask why throughput is low!!!
