Hello ,

by my experience it is problem in UL ( RNc does not reach usually RB setup complete message).

You can try to improve this by increasing Planned Ebno for AMR by 1 or 2 db , tha way you are pushing UE to transmit more power .

YAP ! For most of the times you will need to increase Tx power due UE Tx is lossing
