Hard handover between Intra-Freq cell

How can we configure the hard handovers for Intra-Frequency cells in Huawie, when there is no Iur link configured with the other vendor?

Can we just define the external cells, and neighbor relation and then the handover will be implemented?

or there is a special requirement for that?

in addition to this question, how to make it quicker to make intra-freq handover, i need because when it delays there are drop calls.is there some priority for intra-freq hard handover?

it's easy buddy, u can do so by the CIO, on per neighbor basis
