NPI Core PS - need some guidelines, help!!

Hello community,

I was put in charge of creating in a very short period a document to send to an NW Mobile operator for Core PS,
I need some guidelines, not sure about the vendor, but I'm almost sure that is E\\\, of course I already have some ideas:

KPI's :

-Attach success rate
-RAU success rate
-PDP context setup success rate
-Latency/delay in different network nodes (from Node B to ISP)
-DNS failure rate
-Radius failure rate

SGSN, GGSN

-Analyse capacity
-throughput
-logs and events
-PS links

DPI , PCRF

-Policy
-Service profiles
-QoE

....

Does anyone have some doc or something that can clear my mind and add important technical issues that should be look at, and maybe ease up the doc preparation
