Huawei subcell parameter optimization

Dear experts,
I tune the following values to shift traffic from UL to OL (reducing the values) ..

Assign-optimum-level Threshold

OtoU HO Received Level Threshold

UtoO HO Received Level Threshold

Except these above values there are following two parameters which I dont understand. They also are supposed to shift traffic from UL to OL

Assign to Overlayer RxLev Offset

Handover to Overlayer RxLev Offset

Can anyone let me know how to reduce those values to shift traffic to subcell?

It will cause congestion on Underlay since it has less TRX if O to U will be enable or set.

dear kevin,
what is the optimul value of these two parameters? We have some cells in rural /suburban cluster which are not taking much traffic in OL. How should I set the value ? Will it shift traffic to OL by thanging these two offsets?
