QinQ (S-Tag, C-Tag) is used when you need to implement an EVPL (MEF terminology) service. For example the customer (NodeB?) has many different VLANs and you need to segregate the different customers in the provider network, using for each one a different S-Tag. In this way customer's traffic is transparently forwarded inside the provider's network.

If you want to transport several (or single) ethernet traffic streams which is VLAN-tagged , you can add another VLAN tag at the transport network interface.
Thereby create virtual transport channels and still preserve the original VLAN tag.
MEF, Metro Ethernet Forum is a good reference for what you can do.
