As per my experience, SQI and C/I is not reported for silent/mute call

i guess there is no specific message to indicate mute/silent call

it can be traced in core,
by the way,there are some reasons for it:
tranmission
sw version of your BTS,RBS,..
recentrly activated features such as TFO/TrFO

TEMS show the values of SQI fixed at 7 and DTX at 96..
