stated in manual's introduction:

Exert has been updated to cater requirements for GSM Systems R9 and R10.
In this new revision, Exert comes with a configuration file. It has been re-
designed and re-developed to be more flexible and can be customized to
support new printouts with the same format as those currently supported
without changing the core application.

Exert is intended to facilitate off-site data processing and analysis. It should
not be relied on as substitute for the more powerful OSS tools for data
consistency checking.

Exert is no longer supported by E*******. This tool will work with R10 and after, but there is no support for new BSS functionalities.

You'll find a full c racke d version of Exert just install it by double click on setup.exe

no need to do any thing else
