in the first case you can schedule 4 users simultanseosly in one TTI and use all of the available codes (depending on some other conditions - UE capability, HW installed capability etc), in the the second one only 2.

4SC means four users can be served limited 15 codes during one TTI.
2SC 2 users can be served.

    HS-PDSCH code is 10, SCCH is 2
    HS-PDSCH code is 5, SCCH is 1

Till release 7 UE capability is up to 4 HSSCH simultanesouly.
After that with the introduction of DC HSDPA they extented up to 6 if i am not wrong.

    HS-PDSCH code is 5, SCCH is 1
Yup.,,,this means that nodeB can schedule 1UE per TTI(2ms), you are getting the point. 2 scch codes means 2 UE can be scheduled per TTI sharing the 5 HS-PDSCH codes..

UE can scan upto 4 SCCH per TTI, hence the limitation is with the UEs.

push repo if you are helped..
