Can,t create counter in OSS (e*******)

Hi members,

I have problem in creating and activating counter in OSS. When I want to activate counter Prach of a site (ex, site A), this site A is not appears in site list.
But that site (site A) already appeared in ONE and in OCE.
What is the solution of this?
Anybody know this?
