A sample of gcel format is included in the first post attachment. Importing the information in this format and then using interference Freq.Check, you can check the interferer cells for each input frequency by displaying CO & Adjc frequencies.

Using COMMON.MBX toolbox in mapinfo, it's possible to export the DT logfiles Rxlev, Qual & ... in different colors to google earth as followings:
