Question on RB reconf failure

When does UE send RB reconf failure to RNC with cause cell Update occurred or cell reselection ?

HI,
UE should be in connected mode. if UE is on FACH or PCH state it will send cell Update once reselection is performed.
if UE is in Cell DCH state Cell update will be sent if Radio link failure happens and NB can't recover it.
RB reconfig happens also due to state transition. this could be you culprit.
