WCDMA traffic balance between 2 carriers of the same sector
We have one WCDMA site carring high traffic suffering from the following
>for all the sectors,the first carrier i carrying 42 erlang,and the second carrier 28 Erlang
- PCPICH power & max Tx power are the same
- All the surrounding sites have both carriers
- Neighbor plan is ok
- RTWP is ok
- No access class is barred
- LDR is ok
- No DRD is used
- other sites dont suffer from the same phenonena
Any idea what could be the reason? or suggested solution?

I guess these two carriers are in different bands, probably 850 & 1900 ?
The 850 maybe carrying more traffic.
1. Try to make sure their coverage is similar if not same, tilts maybe required to optimize the coverage.
2. 850 is better at indoor coverage, is this covering a school/airport?
3. If tilts are the same, several parameters are available for shaping traffic, im not sure about Huawei parameters...make use of these, to direct traffic from the high earlang to low earlang carrier...

I suspect DL attenuation is not correctly cinfigured

If the carriers are 1900&850..Plz be aware that 850/900 have a bigger footprint than 1800/1900...Therefore, it is normal that 1 carrier carries more traffic than the other if that is the case.
If the traffic is to be balanced (supposed all the settings are correct & no HW issues)..The tilt on 850/900 has to be roughly the double of the carrier on higher frequency.
If the carrier belongs to the same band, then you have to check DLAttenuation, HW (Cable-sweeps) & tilts...because the coverages are the approximate of each other...

Actually both cells are from the same 2100 Mhz band

From yr question, do you want to understand why the 2 carriers carry different Erlang ? If so, this could be caused by yr camping strategy, RAB/HSDPA loading DRD (& maybe LDR) parameter setting.
If you can provide more specific question, we can provide specific answers.
